  • Provide adaptable, flexible infrastructure
  • Minimize impacts on surrounding neighborhoods
  • Program responsible fiscal and management impact on the City.

Project Goals

  • Serve as a focal point for marine passenger and transportation services including CBITD, International Ferry, Cruise Ships, and Moderate Speed Ferry.
  • Exemplify fine urban design incorporating the Narrow Gauge Railway, the walking trail, and intermodal links of all types.
  • Incorporate public landings and commercial berthing for tugs, water taxis and visiting small ships.
  • Provide a link to the Old Port and neighborhoods through vistas and connections.
  • Provide public open space and promenades for passive and active recreation and enjoyment.
  • Create artistic and historical venues (i.e. centerpiece, interpretive center) that commemorates the site and its relevance to the area.
  • Incorporate appropriate innovative materials, products, and energy efficiency.
  • Design facilities that adhere to federal inspection and security requirements.
  • Provide sufficient port operations areas that offer space flexibility and opportunities for port growth.
  • Embrace the historical heritage of the site and the City of Portland while allowing the architecture of the facility to be a product of the present time.
  • Plan the facility to be compatible with the surrounding neighborhoods and minimize environmental impacts.
