The Planning Process

The Waterfront Development and Master Planning Committee (WDMPC) is comprised of a wide range of constituencies charged with developing a master plan for the waterfront along Commercial Street. This process will start with the eastern area including the current site of BIW and the Maine State Pier and expand to other portions of the waterfront.

BIW Property Drives First Phase

The return of the BIW property to the City is driving the first phase of a master plan. The committee will review all of the proposed public and private projects anticipated as a result of the proposed redevelopment of the BIW property.

Such projects include:

  • impacts on the community
  • transportation network
  • existing terminals
  • Island residents
  • waterfront marine related businesses
  • the Old Port area

 

Goal is to Preserve Working Waterfront while
Stimulating Growth

Committee members will review the work of the Marine Passenger Terminal Project Committee and proposals brought forth by private interests. In addition, the committee will review the financial studies and niche industry analysis provided by the City's Department of Transportation and Waterfront to determine the appropriate course of action necessary to preserve and protect marine infrastructure, while stimulating economic growth. When the Eastern end process is completed, the committee will also review the Central and Western ends of the waterfront, reviewing those same types of questions.

The committee will be asked to produce a final report laying out a master plan for the public and private facilities on the Portland waterfront with a focus on preserving the working waterfront while stimulating compatible economic development.

 

Committee Members

Waterfront Development and Master Planning Committee Staffing will be jointly provided from Planning, Economic Development and the City's Department of Transportation and Waterfront. Consulting services will be provided by a City hired consultant, ICON through the city's planning department. Initial funding is estimated at $50,000 and will be provided by the City.
