The Planning Process

The Master Plan Vision provides a roadmap to achieve harmonious development of:

  • A Marine Facility that secures the future of deep-water marine use in the east end
  • Significant public access along the waterfront
  • Compatible mixed-use development
  • A quality public realm to be enjoyed by those who live, work and visit Portland.

The Master Plan shows how the land area upland and to the east of the Marine Facility could be redeveloped in an incremental fashion. The first step in the Master Plan extends Commercial Street into the area and lays the groundwork of a permanent street and sidewalk system. Incrementally, surface parking is relocated as development opportunities arise. Over time, new streets and sidewalks are added, and new public and private parcels are developed. Structured parking is integrated and built simultaneously to new development. Incrementally, both existing and new parking demands are accommodated as the area expands.

Eventually, this approach could result in:
  • Up to 570,000 square feet of new development
  • A surplus of parking after accommodating all existing and new demands
  • Development of a small vessel marine and public access area adjacent to the harbor
  • Functional landside support area for immediate and long-term Marine Passenger Service and other deep-water uses at Pier Two and State Pier.
  1. TRAFFIC:
    The City commissioned a consultant to look comprehensively at combined traffic impacts of the Marine Facility, the Master Plan build-out, plus all anticipated and conceivable peninsula-wide development to year 2025. With recommended improvements (most of which are required regardless of waterfront development) traffic impacts of waterfront development are manageable.

  2. NEIGHBORHOOD INTEGRITY:
    The Master Plan insures neighborhood integrity by establishing a public infrastructure plan and design guidelines.

    These will insure development is:
    • Compatible in scale and character to adjacent neighborhoods
    • Walkable and Pedestrian-friendly
    • Contributing to a quality public realm that will be an asset to the neighborhood


  3. PROTECTION OF THE WORKING WATERFRONT & TRANSPORTATION EFFICIENCY:
    The Master Plan insures the future of the working waterfront in the East End by:
    • Creating flexible, basic marine infrastructure at the deep-water berths in the East End
    • Dedicating adequate uplands support for marine operations for current and future needs, and
    • Integrating and consolidating marine transportation infrastructure


  4. OPEN SPACE DEVELOPMENT & PUBLIC ACCESS:
    The Master Plan develops open space and public access by:
    • Building on and expanding the current waterfront trail system
    • Creating a significant small vessel and open space area
    • Protecting view corridors
